Currently only 37% are occupied by women. This percentage is even lower if we do not count the bodies typically associated with women\u2019s issues, such as the United Nations Committee on the Elimination of Discrimination against Women, the United Nations Working Group on Discrimination against Women and the United Nations Committee on the Rights of the Child.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Further analysis by GQUAL shows that even when the representation of women improves, it almost never reaches parity. Moments of gender balance are seldom sustained, quickly backsliding to previous low levels of representation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We think this track record of inequality has serious consequences for international and national justice. Furthermore, because the decisions adopted by international bodies affect all people, nations and state institutions,\u00a0 the under-representation of women in these spaces affects democracies and the guarantee of people&#8217;s rights, especially women&#8217;s right to equality, as well as environmental protections, international cooperation, among other issues, that frequently depend on well-balanced decisions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Women make up more than half of the world&#8217;s population. Their absence from international decisions is highly concerning and has four clear impacts:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It affects women\u2019s right to non-discrimination and to political participation, since it limits their ability to participate in equal footing with men in all aspects of public life, especially in decision-making and leadership positions<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It diminishes the legitimacy of international bodies, since equal participation is an essential component of democracy and sustainable development.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It affects the impact of international bodies, since a critical mass of women brings important, diverse, and unique perspectives into the decision-making process, resulting in more meaningful and sustainable decisions. This is recognized, for instance, in Resolution 1325 of the UNGA, on Women, Peace and Security.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It limits opportunities to address and eradicate gender-based violence and discrimination from our societies. In this sense, as recognized by the Sustainable Development Goal Agenda, women\u2019s equal participation in decision-making and leadership is a precondition to achieve this urgent goal. Women need to be part of all instances where laws, practices and cultures are shaped in order to be able to change those that affect their rights.<\/span><\/li>\n<\/ul>\n<h4><b>Why do we need a global campaign?<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Achieving equality at international bodies requires us to build the conditions, procedures and mechanisms to ensure that a qualified and diverse pool of women from across are nominated and elected to these organizations. But we\u2019re not at a point where these conditions are self-generating and the absence of women from international spaces is not self-correcting.\u00a0 This means we need to work strategically, with global, regional and national stakeholders ranging from civil society organizations, academics, representatives of States and the very international institutions we want to impact if we want to develop collective advocacy actions and policy recommendations that will contribute to long-term, self-sustaining change.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Through this process GQUAL has built a global network, open to all, where we can exchange ideas, actions and commitments among all who are interested in achieving change.\u00a0<\/span><\/p>\n<h4><b><\/b><b>What are our strategies to achieve change?<\/b><b><br \/>\n<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">GQUAL\u2019s strategies and roadmap are established in its two core documents: the GQUAL <\/span><a href=\"http:\/\/www.gqualcampaign.org\/old\/about-gqual\/the-gqual-declaration\/\"><span style=\"font-weight: 400;\">Declaration<\/span><\/a><span style=\"font-weight: 400;\">, adopted in 2015, and the <\/span><a href=\"http:\/\/www.gqualcampaign.org\/old\/resources\/the-gqual-action-plan\/\"><span style=\"font-weight: 400;\">Action Plan<\/span><\/a><span style=\"font-weight: 400;\">, adopted on 2017, which expands on the strategies found in the declaration<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We consider the incorporation of criteria across national and international selection processes for candidates to international positions as the key entry points for change. These processes often do not exist at the national level. Moreover, there is frequently no criteria on achieving or sustaining gender balance at the international level. For these reasons, GQUAL seeks to contribute to the development of guidelines to build these processes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Our three main strategies are:<\/span>[\/vc_column_text]<div class=\"accordion accordion-md accordion-body-bordered accordion-expander-left accordion-expander-lg vc_accordion_69fe1f1bd5c90\" id=\"vc_accordion_69fe1f1bd5c90\" action\n\t\t\t\t\t\t\t\t\t\t<span class=\"accordion-expander\">\n\t\t\t\t\t\t<i class=\"fas fa-angle-down\"><\/i>\n\t\t\t\t\t\t<i class=\"fas fa-angle-down\"><\/i>\n\t\t\t\t\t<\/span>\n\t\t\t\t\t\n\t\t\t\t<\/a>\n\t\t\t\t\n\t\t\t<\/h4>\n\t\t<\/div>\n\n\t\t<div id=\"1603039687276-41b5124b-82e8\" class=\"accordion-collapse collapse in\" discussion on the under-representation of women in the international arena, both by increasing the number and diversity of actors involved, and by generating new inputs and more information to allow for a deeper discussion.\u00a0 To that end, among several initiatives:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">We monitor <\/span><a href=\"http:\/\/www.gqualcampaign.org\/old\/1626-2\/\"><span style=\"font-weight: 400;\">selection processes<\/span><\/a><span style=\"font-weight: 400;\"> and alert you to <\/span><a href=\"http:\/\/www.gqualcampaign.org\/old\/gquals-jobs-board\/\"><span style=\"font-weight: 400;\">available vacancies<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">We promote <\/span><a href=\"http:\/\/www.gqualcampaign.org\/old\/resources\/\"><span style=\"font-weight: 400;\">research and discussion<\/span><\/a><span style=\"font-weight: 400;\"> of the causes and impacts of women&#8217;s underrepresentation in international spaces and the identification of good practices that feed the search for solutions.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">We organize and participate in events to amplify the discussion and exchange of proposals to overcome the under-representation of women in decision-making spaces.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">We promote and coordinate advocacy actions to position the discussion and ensure that States and international organizations promote selection processes that are transparent, participatory and respectful of gender parity.<\/span><\/li>\n<\/ul>\n<p>[\/vc_column_text]<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n\t<div class=\"accordion-item panel  \">\n\n\t\t<div class=\"accordion-heading\" role=\"tab\" that promote gender equality, and create guides and guidelines that work to implement such policies on an international level.\n\t\t\t\t\t\t\t\t\t\t<span class=\"accordion-expander\">\n\t\t\t\t\t\t<i class=\"fas fa-angle-down\"><\/i>\n\t\t\t\t\t\t<i class=\"fas fa-angle-down\"><\/i>\n\t\t\t\t\t<\/span>\n\t\t\t\t\t\n\t\t\t\t<\/a>\n\t\t\t\t\n\t\t\t<\/h4>\n\t\t<\/div>\n\n\t\t<div id=\"1603039687316-6f753a13-558d\" class=\"accordion-collapse collapse\" role=\"tabpanel\" aria-labelledby=\"heading_1603039687316-6f753a13-558d\">\n\t\t\t<div class=\"accordion-content\">\n\t\t\t<p>[vc_column_text]<span style=\"font-weight: 400;\">The essential strategies used by GQUAL are supported by the understanding that women have the right to equality, and that this right includes equal representation in the field of international law.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Along these lines, we have moved forward with our <\/span><a href=\"http:\/\/www.gqualcampaign.org\/old\/articulo-8-de-la-convencion-sobre-la-eliminacion-de-todas-las-formas-de-discriminacion-contra-la-mujer-una-forma-de-garantizar-la-paridad-de-genero-en-los-tribunales-internacionales-y-organismos-de-m\/\"><span style=\"font-weight: 400;\">interpretation of Article 8<\/span><\/a><span style=\"font-weight: 400;\"> of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and <\/span><a href=\"https:\/\/www.law.berkeley.edu\/wp-content\/uploads\/2015\/04\/Working-Paper-4-Achieving-Gender-Parity-171002-3.pdf\"><span style=\"font-weight: 400;\">identified the key aspects<\/span><\/a><span style=\"font-weight: 400;\"> of this law. An important part of our campaign strategy is to further develop these obligations as outlined in the Convention in collaboration with elements of civil society. We hold that these standards should serve as tools and foundations for the mobilization of change.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In that sense, we look to contribute to creating recommendations and advocacy work centered on national and international guidelines that promote transparency, inclusivity, and gender parity in candidate selection processes.<\/span>[\/vc_column_text]<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n\t<div class=\"accordion-item panel  \">\n\n\t\t<div class=\"accordion-heading\" role=\"tab\" id=\"heading_1603039886055-839b89cc-8707\">\n\t\t\t<h4 class=\"accordion-title\">\n\t\t\t\t<a class=\"collapsed\" data-toggle=\"collapse\" data-parent=\"#vc_accordion_69fe1f1bd5c90\" href=\"#1603039886055-839b89cc-8707\" aria-expanded=\"false\" aria-controls=\"1603039886055-839b89cc-8707\">\n\t\t\t\t\t\n\t\t\t\t\t\n\t\t\t\t\tState Commitments\n\t\t\t\t\t\t\t\t\t\t<span class=\"accordion-expander\">\n\t\t\t\t\t\t<i class=\"fas fa-angle-down\"><\/i>\n\t\t\t\t\t\t<i class=\"fas fa-angle-down\"><\/i>\n\t\t\t\t\t<\/span>\n\t\t\t\t\t\n\t\t\t\t<\/a>\n\t\t\t\t\n\t\t\t<\/h4>\n\t\t<\/div>\n\n\t\t<div id=\"1603039886055-839b89cc-8707\" class=\"accordion-collapse collapse\" role=\"tabpanel\" aria-labelledby=\"heading_1603039886055-839b89cc-8707\">\n\t\t\t<div class=\"accordion-content\">\n\t\t\t<p>[vc_column_text]<span style=\"font-weight: 400;\">Starting with the <\/span><a href=\"http:\/\/www.gqualcampaign.org\/old\/resources\/the-gqual-action-plan\/\"><span style=\"font-weight: 400;\">Declaration<\/span><\/a><span style=\"font-weight: 400;\">, and with a more detailed <\/span><a href=\"http:\/\/www.gqualcampaign.org\/old\/about-gqual\/the-gqual-declaration\/\"><span style=\"font-weight: 400;\">Plan of Action<\/span><\/a><span style=\"font-weight: 400;\">, GQUAL wants governments to change the manner in which they nominate and vote for candidates in order to achieve gender parity.<\/span><b>\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">We seek to ensure that a representative number of States from around the world adopt this resolution.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Our objective is to identify different measures, approaches, and solutions that can effect change in the most efficient way. It should be noted that GQUAL does not endorse any method in particular. In actuality, we want to demonstrate that there are many options that States can implement in order to make gender parity a reality. <\/span>[\/vc_column_text]<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n<\/div>[vc_column_text]<\/p>\n<h4 align=\"justify\"><span lang=\"en-US\"><b>GQUAL Policy on candidates for elections in international bodies <\/b><\/span><\/h4>\n<p align=\"justify\"><span lang=\"en-US\"><b>Candidates for the UN Special Procedure Mandates:<\/b><\/span><\/p>\n<ul>\n<li><span lang=\"en-US\">The GQUAL Campaign has consistently requested the Consultative Group and the President of the UN Human Rights Council to take gender parity into account in the selection process of Special Procedure Mandate holders. This request is made every time there is an election of Special Procedure Mandate holders. In particular, GQUAL has requested the Consultative Group to adopt and follow \u201cGuidelines on Gender Parity\u201d to inform the selection process of Special Procedure Mandate holders with the view to ensuring gender parity.<br \/>\n<\/span><\/li>\n<li><span lang=\"en-US\">In order to preserve its independence and legitimacy, the GQUAL Campaign <\/span><strong><span lang=\"en-US\"><u>never supports individual candidates <\/u><\/span><\/strong><span lang=\"en-US\">who submit their application to become UN Special Mandate holders.<br \/>\n<\/span><\/li>\n<li><span lang=\"en-US\">In some circumstances, particularly in relation to Special Procedure Mandates that are or have been historically underrepresented by women, the GQUAL Campaign has conducted specific campaigns, often together with other civil society groups, asking the HRC Consultative Group to take measures to correct the historic underrepresentation. Even in these cases, GQUAL does not support individual candidates, but requests the election of a woman for the specific Special Procedure Mandate.<br \/>\n<\/span><\/li>\n<\/ul>\n<p>[\/vc_column_text][vc_column_text]<\/p>\n<p align=\"justify\">\n<p align=\"justify\"><strong><span lang=\"en-US\">Candidates for the UN Treaty Bodies, regional and international Commissions and Courts and other bodies<\/span><\/strong><\/p>\n<ul>\n<li><span lang=\"en-US\">The GQUAL Campaign works to promote the adoption of selection procedures at the national level and voting practices and guidelines at the international level that promote gender parity in international bodies.
